Shadow Monarch is bought from the Shadow Monarch NPC on Dungeon Island.
The base unlock needs the Jinwoo sword, also commonly searched as Solo Hunter, plus the King of Shadows title and four Shadow Monarch materials.
Shadow Monarch has a mastery-locked F move that adds a permanent 30% damage buff on top of the unlock.
